Here is an basic introduction to WCAG 2.0. I also found this program made by IBM called aDesigner. aDesigner is a disability simulator that helps Web designers ensure that their pages are accessible and usable by the visually impaired. Check out the screenshoots.

A new version of Fangs seems to be out. I have no changelog as there is no information on the official site. I downloaded it through Mozilla update feature. If you already have it installed, it should be an blue arrow in the top right corner of your Firefox where you can update the extension.
