		<description>&lt;p&gt;Very well done, it is more often than not that I see poorly designed websites here in the US, and with that I don't mean ugly layouts, graphics, long load times, etc, but accessibility is near impossible, i.e. you are not able to navigate easily throughout the site and if you are looking for information, sometimes something as simple as contact information, you are lucky if you find it within the first 60 minutes - that is, if you did not already give up and go to a competitor's website.  I am expecting the new "Skatteverket" page to look a lot nicer and more standardized with you on the team, you go dude!&lt;/p&gt;

&lt;p&gt;So a combination of usability metrics (like success rate, satisfaction and time to complete tasks) and the number of returning visitors should be the criteria. Then, how to measure this in a cost-effective way is another question.&lt;/p&gt;
